EU Students:

Eligibility rules for EU, other EEA and Swiss nationals, and their family members, who wish to commence courses in England in the Academic Year starting in August 2021 are changing.

EU, other EEA and Swiss nationals will no longer be eligible for home fee status, undergraduate, postgraduate and advanced learner financial support from Student Finance England for courses starting in academic year 2021/22.

This change will also apply to Further Education funding for those aged 19+, and funding for apprenticeships.

It will not affect students starting courses in academic year 2020/21, nor those EU, other EEA and Swiss nationals benefitting from Citizens’ Rights under the EU Withdrawal Agreement, EEA EFTA Separation Agreement or Swiss Citizens’ Rights Agreement respectively.

It will also not apply to Irish nationals living in the UK or Ireland whose right to study and to access benefits and services will be preserved on a reciprocal basis for UK and Irish nationals under the Common Travel Area arrangement.

The FRA is fortunate to benefit from additional ringfenced funding for one-year made available for schools, colleges and other 16 to 19 providers to mitigate the disruption to learning arising from coronavirus (COVID-19).

The 16-19 Tuition Fund is a £96 Million one off fund for the 2020/21 academic year only. It is ring fenced funding for schools, college and other providers to mitigate the disruption to learning arising from coronavirus.

The funding is being provided to support small group tuition for learners aged between 16- 19 in English, Maths and other courses where learning has been disrupted.

  • This may include vocational courses where assessment has been deferred because of lockdown

Although the tuition does not need to be for GCSE English or Maths the students supported all need to be those who have not achieved grade 5 or above in at least one of these subjects by the age of 16. All supported students must be on a 16-19 study programme.

THE FRA RESPONSE

All students currently registered for English and Maths provision will be supported through this premium allocation across our FE provisions. In order of priority, enhancements will be focused on the cohorts below:

  • FE Learners on mainstream accredited provision
  • Traineeship – as supplementary support on Functional Skills for quick impact?
  • Learners on Apprenticeship programmes

Roughly 266 individual learner instances can be supported on average of a premium of £150 per learner.

In order to provide parity and equal opportunity to all students, whilst ensuring identified learners and cohorts maximise the benefits afforded through this extraordinary allocation; the FRA will be using the 16-19 Tuition Fund to support all learners registered on an English or Maths provision to supplement their learning for these qualifications.

Our local policies, (in line with funding guidelines) ensures in doing so, we are able to support any learner amongst our cohort who has not achieved a grade 4 in English and Mathematics will benefit from an enhanced provision to mitigate for lost learning or disruption in these subjects as result of Covid-19.

The FRA recognises and is confident that all learners will amply benefit from the planned curriculum deployment of their main qualification hence the aim of utilising the additional fund to focus on ancillary qualifications, particularly learners are retaking these qualifications.

A course materials contribution of £99 per year will apply to the following courses:

  • Level 3 Fashion Design
  • Level 4 Visual Merchandising
  • Level 4 Garment Technology for Fashion

If you are an international student your course fees are £7,000. The FRA welcomes international students on Level 4 Diploma courses with approval from the UK Visas and Immigration. For more information, please see our International webpage
